The guidelines in this document are intended to help states and localities create laws and regulations that allow e-bikes on trails and paths. The guidelines are based on the experience of PeopleForBikes and other organizations with e-bike policies. They are intended to promote the use of e-bikes while protecting the rights of all trail users.
The guidelines include the following recommendations:
-E-bikes should be treated like other bicycles under the law.
-E-bikes should be allowed on trails and paths unless there is a specific reason to prohibit them.
-E-bike riders should be subject to the same rules and regulations as other cyclists.
-E-bikes should be classified based on their motor output, not their pedal-assist feature.
-There should be a distinction between low-speed and high-speed e-bikes.

AL E-Bike Trail Specifics
Electric bicycles are bicycles with two or three wheels equipped with an electric motor and a battery. Electric bicycles are not considered motor vehicles and are not subject to the same rules and regulations as other motorized vehicles. However, electric bicycles are subject to some regulations regarding their use on trails.
In Alabama, electric bicycles are allowed on all trails except those designated explicitly as non-motorized. Electric bicycles must yield to pedestrians and cannot travel faster than 15 miles per hour. Electric bicycles are also not allowed on trails closed to motorized vehicles.
